    System:
I'm using 2.99.84 version (on debian woody).

Problem:
Configuration is not able to find tcl (8.3) libraries.

Solution:
I changed "configure" script, and replaced tcl8.0 to tcl8.3 and then bumped into another problem. tcl.h included from config/tcl.c is not found. After adding -I/usr/include/tcl8.3 to "configure" and "src/Makefile" problem was solved.

Maybe it's possible to this in more elegant way? If not, I would suggest creating a nicer solution.
